Because "arriver" is a verb that has to be used with the "être" auxiliary when used in "Participe composé"

Interestingly, a pretty much identical rule used to exist in English, whereby the auxiliary verb "to be" was often used instead of "to have" with certain intransitive verbs, especially verbs of motion or change of state.
hence you'll see phases like "He is come" or "I am returned" in older texts.
And it's possibly where common every day phrases like "he is gone" come from.
Side note: To ask someone whether they were the person who did something, you'd say "C'est toi qui as fait ça ?" -> the "c'est toi" clarifies that the question is about whether they did it
