The place you're going to - you can't have "aller" without a direction (to/from somewhere)

In the case of locations, "y" can be used even if "à" isn't used, if you're referring to going to the place (e.g. "aller en France" uses the preposition "en", but you'd still say "y aller" as it's a location you're going to)

E.g.
Je viens de France => J'en viens

yes it always before the verb. its classes as a pronoun, so it goes in the same place as a pronoun would.
the verb venir uses the proposition de, not à, but yes for the verbs that use à, your sentence would be correct
