"retard" is a noun, so it means "lateness" or "tardiness".
So literally "Je suis en retard" means "I am in lateness"

No it's totally different.
"le" is an object pronoun, it refers to what you're repeating.
Je répète = I repeat
Je le répète = I repeat it
