For the most part, « relever » is just doing « lever » again so if you've lifted something up (lever), doing it again is relever.

However, from that we get extended senses, which is where you might trip up. « lever » implies something that has never been raised before whereas « relever » implies raising up something that has already been raised up before, so « relever » has additional senses like putting something up that has fallen before (remettre qqn/qqch debout), rising something that had been put down again (remonter), etcetera
