Conjugation means that every person has its own verbal form. For example, the first person plural (nous) form of the verb « être » in the present tense is « sommes » whereas the second person singular (tu) form is « es ». These forms are fixed so you can’t reverse them and say, « tu sommes / nous es », that doesn’t work. The pronoun « on » is the third person singular and so takes its form: « est » using the verb « être » whereas the pronoun « nous » is the first person plural and takes its appropriate form « sommes ».

This means that though « on » often replaces « nous » as a subject pronoun, their conjugations cannot mix. Therefore, « on est » and « nous sommes » are two valid ways to say ‘We are’ even though the conjugation is different.
