Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
When you ask « qui » is doing something, we conjugate in the third person.
Qui parle?
Qui danse?
Qui marche?
etc.
Qu'est-ce qui se passe.
I guess that's technically because its
Qu'est-ce qu'il se passe.
unless there is a pronoun, then we conjugate for that
Qu'est-ce que tu fais?

"se passer" has two possible syntaxes
Impersonal: Il se passe quelque chose ==> Qu'est-ce qu'il se passe ?
Personal: Quelque chose se passe ==> Qu'est-ce qui se passe ?
"qui" as a question word is just masculine singular is all
