in French, we say « décider de (faire quelque chose) »
e.g. J'ai décidé de faire mes devoirs tôt. ("I decided to do my homework early")
it's just how the verb is structured
kinda like how we use "to" in Englsih in "decide to (do something)"

you shouldn't use l'imparfait here because it is a specific action that happened at a specific time
which means le passé composé should be used instead
