It's a different rule. Verbs of motion like "descendre" can be directly followed by an infinitive to indicate what you are moving for.
ex: je pars lui demander / je vais descendre voir / il est revenu récupérer ses affaires

in that regard "je vais descendre voir" is usually closer to the original meaning of "I will go down and look" but it also works with "et"
