most of the time you don't want to make liaison with plural -s

A liaison should only occur before a vowel sound, not before a consonant. That's why it's weird to have a mute s be pronounced /z/ before t like you said.

In that case, let's take jouet as an example.
We have the plural form jouets but the t isn't pronounced, it's just that et is pronounced é. So jouets is simply pronounced joué-z with the liaison.

There is always a schwa if Arc needs to pronounce the z after the t.

Je ne suis pas sur si c'est obligatoire ou non mais je peux dire que je te comprendrais tout pareils si tu dis « les carte utiles » (pas de liaison) parce qu'il y a le « les », alors j'ai pas besoins de la liaison pour savoir que c'est pluriel. Mais ce n'est pas toujours le cas donc je pense qu'il vaut mieux faire la liaison.
