Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
It is considered acceptable, though it slightly irks me.
It's relatively common on capital letters as in France their keyboards only have lowercase accented letters for some reason
It's preferable to use the accents when you have access to them, and is typically not optional on lowercase letters, but you can get away with it on capitalized letters
There's a sort of Mandela effect about it, some people say that you shouldn't put accent (and cédille) on capital letters. That's false and is considered as an error if you're writing something that requires a high level of grammar/spelling. However, you can indeed miss them out when writing on a keyboard as said above, or for aesthetic reasons like in your example
And it goes without saying that they are mandatory if the sentence can be ambiguous. See how
