Cela is a version more formal of « ça »

but you can't use this one for the short expression like « ça va ? » you can't say « cela va ? »

Actually, even if "cela va ?" is rarely used (and barely never when meaning "what's up ?"), it's not formaly incorrect.

"Ça" is just the contraction of "cela" : cela/ceci are used the same way as this/that as demonstrative pronouns (but not with the same differences between them).

Ceci is normally used for something which is really close (the thing you have in hand and showing) or in writing just before the thing you're gonna describe.
Cela is normally used for something which you're showing at a certain distance, or in writing about something you've just write (or just said).

But a lot of natives don't make or even know these differences and use "cela" in all cases, and more generally "ça" instead (barely always in speaking).

Aucune de ces phrases n'est particulièrement choquante.

Comment cela va-t-il ? est aussi soutenu mais correct.

Mais c'est sur que si l'on contacte la phrase, on contractera aussi le pronom : comment cela va t-il ? > comment ça va ? > Ça va ?

Donc dans ce contexte, on dira rarement voir jamais "cela va ?".

Mais pour indiquer qu'un vêtement est à la bonne taille, ou que l'on est d'accord avec les termes d'un contrat, etc ... dire "cela me va" est soutenu mais correct.

Alors oui, on ne dira pas voire on n'écrira pas "cela va", mais en soit la formule est complètement correcte, même si totalement inusitée.
