Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.

Hahaha that's pretty idiomatic, there's a lot of complex words combinations in French that translate with simple words in foreign languages (« qu'est-ce que c'est que ça », « quoi que ce soit », etc.)
But if you take each word separately, qui means 'who', que and ce aren't really translatable individually but make the sentence correct grammatically together, and soit is a conjugation of être (to be).
So it's something like 'who[ever] it may be' when we put it together
