It's when the bit immediately after the consonant that follows the e in question is unpronounced.
In the case of the future and the conditional, the endings -rai, -ras, etc. as well as -rais, -rait, etc. are separate syllables on their own, leaving the e before them unpronounced.

Any verb ending in -eCer will do one of these two changes: consonant gemination or accent on the e.
The exception is -eyer because the first e is already pronounced.
