Though we can see "là où" but it's usually in sentences like "là où Clause A, Clause B". Ex: Là où on va, on n'a pas besoin de route.

Qui does not normally contract but you can see the contraction in very very familiar settings, so almost never normally.

It isn't a question of formality.
That being said, you can commonly see "c'est là où" in conversations when it should be "c'est là que". It probably stems from constructions like "c'est l'endroit où" where endroit is just a noun, not a place itself.
