Bonsoir is said when meeting each other in the evening. It's the evening version of "hello".
Bonne soirée is said when parting ways in the evening. It's the evening version of "goodbye".

would you say "have a good evening" when meeting someone? I could maybe imagine "good evening" when leaving but nobody really does that
