That's correct, you would say "Je n'en ai pas écrit".

"Je n'en ai pas écrit une" is also correct grammatically, but it doesn't just mean "I didn't write one".

It either means "I didn't write a single one" if you emphasize the "une", or it means "I didn't write one letter, I wrote another quantity of letters".

Je n'en ai pas écrit une, j'en ai écrit deux.
