Why not de+les dictionnaires, which degenerates to des dictionaries?
Or is it because usage de is a fixed expression?
Because that would imply that we're talking about a specific subset of dictionaries

Exactly, we can replace « des » in the case of specific things with a determiner « de ces »

(logic being that it's « beaucoup de » + « les voitures que Michael veut »)
you can replace that secon part with « Il y a beaucoup de ces voitures que Michael veut » by changing the definite article to a determiner and it still works
