It wouldn't be wrong, per se, it'll just give a different meaning. Using the gerundive here would imply that him hoping is something that explains why he's asking the Mayor to agree to his request or that him hoping is something that is happening alongside him asking the Mayor to agree to his request, whereas using the present participle just introduces a verb that is a bit separate from the main verb

Basically, « en espérant » introduces a cause-and-effect or simultaneous relationship between the two verbs but « espérant » introduces nothing
