Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
Combien is for a COUNTABLE quantity

you can ask: what level do you have in french
Quel est ton/votre niveau de français?
For example:
Combien ça côute? - How much does this cost
Combien de temps tu as appris le français - how much time (for how long) did you learn french
Combien de tasses du café tu as bu? - How many cups of coffee did you drinmk?
Combien de tasses de café*
Also "how much time" on the second one
Combien doesn't have to be countable (like in "combien de temps") but generally you want some kind of tangible quantity
in some technicality you can count time

But you're using an uncountable word, is my point
Hence "you generally want some kind of tangible quantity"
Aka "ideally you want to theoretically be able to quantify whatever you're describing"
Still doesn't have to be counting

"Combien de français connais-tu?" Is alright
