I'd say you could skip the 'ne' in very casual settings, but in general it's better to say it. You can make it short though "je ndirais pas..." so it's less clunky

There's no reason to recommend using « ne » to learners

It's a simple rule of formality, and intermediate learners already know it should be there if they want to speak in a formal register, so no need to mention it when the question had examples of informal speech (like this one)

Une phrase grammaticale n'est pas nécessairement une phrase usitée, ni même une phrase qui a du sens.
L'utilisation de l'infinitif passé dans cet exemple n'a, selon moi, aucun sens.
On pense/on dit maîtriser une langue ou non, mais je ne vois pas bien pourquoi faire entrer une notion d'antériorité dans ce contexte avec l'infinitif passé.

« pas avoir maîtrisé » ça fait référence au fait que c'est un accomplissement non atteint, donc ça fonctionne parfaitement dans un contexte d'apprentissage
