Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.

1st one is an emphasis effect, also expressing surprise at the fact that : « he actually seems really cross ». 2nd one is « every single one », or literally « even the most minor/unimportant one of them »

so is "c'est que" used like comme or que or qu'est-ce que for emphasis
"qu'est-ce qu'il" can be used instead of "Mais c'est qu'il" if you adapt the sentence : "qu'est-ce qu'il est fâché...". "He's SO angry" instead of "Wow, he REALLY is angry" (milou's sentence). Slightly different emphasis. Not sure what you're thinking of with "comme" or "que". Do you have examples ?
