Basically

≈ He claims to be happy to continue, he says he's happy to continue
≈ He states that he is happy to stop, He says that he is happy to stop

Translators are not reliable for learning how a language is structured. In these contexts, both roughly have the same meaning, and can be translated by the same expression in English. There are generally many, many ways to say something. A translator just picks one and rolls with it

Engaging with a lot of french media, books, etc - trying to write your own sentences as well where possible, but input is big

You don't have to avoid translators like the plague per se, but I wouldn't generally rely on them to give you much meaningful information beyond an idea of how to say something
