It applies to all interrogatives that require inversion IIRC

fwiw, in styllistic inversion (i.e. not for questions) inversion can only happen with regular nouns and not with pronouns. So the two types of inversion are in complementary distribution.

La maison où habitent les Smith est grande.
vs.
Les Smith, où habitent-ils ?
