here "il" is an impersonal pronoun, meaning that it doesn't refer to an actual person in mind. it's basically always a part of a set-in-stone expression that you typically don't question x) it's like when you say " it's raining" and a learner goes " what's it? who's that?"
--> you just learn the expressions using the impersonal "il"!
its like how we use it in english (unless specified female like animals)
il est 14h (its 2pm)
il fait beau (its sunny)
il pleut (its raining)
il neige (its snowing)
