Both examples could be talking about specific/non-specific stuff, depends on the context.

So the rule here is that when the partitive article (du/de la/de l’/des) encounters the preposition de, the partitive disappears. So you can have an unspecific thing :
« Il s’agit de réformes (de + des réformes) »
and a specific thing :
« Il s’agit des réformes dont on parlait (de + les réformes) »

so I can see something like « Nous voulons profiter d’accords (accords in general) » and « Nous voulons profiter des accords qui viennent d’être publiés (specifically the recently released accords) »
