Not quite. Actually pronouncing the ne would be extremely formal in spoken language, if used at all. It's very rare. In written communication the bar is a little lower but it's still quite formal. So yes, technically speaking ce n'est pas or ce ne sont pas is formal, but it's important to know that the formal situations are quite rare unless you're in a company position or something
