If you're talking about something specific, you can have the adjective agree on gender. For instance if you reply to a woman's picture and wanna say that this woman is beautiful.
Most of the time though, masculine is the way to go, as it kind of serves as neuter for this kind of case (just like you would say "c'est joli" or "c'est vrai" but without "c'est")
If you're responding to someone you'd say "c'est vrai"
Vrai can't be used on its own in the way "true" can in english
Same with joli, and pretty much any other adjectives
You could say something like trop joli/vrai
If there is a VERY obvious noun you can use, or known gender (e.g. picture of a cat, you know the cat is female) you could say "elle est jolie", and by extension "trop jolie", I believe
But in many cases (e.g. when referring to the photo in general) the noun is not immediately obvious, so you'd stick to "c'est" and masculine
