yes, but in french the way to ask names is comment tu t'appelles
qu'est-ce que tu t'appelles is what do you call yourself. yes, BUT in french it is always always HOW do you call yourself, not WHAT
if you ask "why is it 'how' but not 'what'"

quel est ton nom is absolutely not wrong
but it would be used in a very specific context
if, for instance, someone is filling in a form for you, they might ask, "quel est ton nom ?" when entering your last name
hence i said kinda in the sense this is not how you ask for names in other contexts outside of that.
