Adjectives usually go after the noun in french
Tho I'm not sure débutant is really an adjective, the sentence looks wonky to me
That's true, but it's not an absolute rule lol (there's absolutely NO absolute rule in french grammar 😭)
It depends on the adjective
For example petit (little/small) will always be before the noun
“Je parle français débutant” looks like I speak beginner French which sounds weird in weird in both langues to me

I'd say "je suis débutant en français"/"j'ai un niveau de débutant en français"

Also doesn't just depend on the adjective, also depends on the meaning
