I would say that English is kind of an exception where you need to wrap a normal request in multiple layers of "Could I please ..." where "I'll have a X" could seem too direct, it's a problem for a lot of ESL learners

To me "pourrais-je avoir" is asking for permission and I wouldn't say that to order in this context

You can also use "j'aimerais"/"je voudrais"
