Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
je dirais neuf virgule neuf cinq en général (la densité par exemple)
par contre neuf euro quatre-vingt-quinze (centimes)

if you're talking about a number in math, you say the first number, then "virgule", then you read out the number after the decimal just like a number before the decimal
so 9,95 -> neuf virgule quatre-vingt-quinze
if it's a price, instead of saying virgule, you insert whatever denomination you're talking about
if it's 9,999995 -> neuf virgule neuf-cent-quatre-vingt-dix-neuf-mille-neuf-cent-quatre-vingt-quinze
(this is the rule in France, I wouldn't be surprised if in Quebec they read out each number individually as that's how they do it in phone numbers)
If it's a decimal number, I personally read out the number after the comma if it's under 3 digits, but idk if this is accepted as correct
I believe the "rule" is true for everyone, but I'm sure even in France if there's a lot of decimals, people will start reading them individually
I would read 9,95 "neuf virgule quatre-vingt-quinze" and 9,999 "neuf virgule neuf neuf neuf"

(although actually I would always read it "neuf point [smth]" even if I write with commas but that's something else)
