"Dans le haut de la rue des halles" roughly translates to "in the top part of the street." the difference is the "dans" which shows that the top of the street is where the Hollandais are heroes.

If I say "C'est écrit en haut de la page" it means "the thing is written on top of the page". If I say "C'est écrit dans le haut de la page" it means "the thing is written in the top part of the page".
