They can. Vous-autres can only really be used as a stress pronoun and not as a subject pronoun.
Vous-autres allez manger? 
Vous allez manger, vous-autres? 
It's also very commonly used in QC French, but not so much in European French, afaik

Is there any significant difference in meaning from regular stressed pronouns? Or just another way to do it
It can signal opposition, but in QC French, it's just a super common way to do it
