Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
« Il y a une voiture » only ever means "There is a car"
"He has a car" doesn't have the y, « Il a une voiture »
and the two setences are not pronounced the same
“tu ne connais personne a Paris qui peut nous donner un lift au concert?”
“Si, mon oncle habite Paris depuis longtemps”
“Et il y a une voiture?”
“Bah oui”
We just don't use y and a together that way. We probably would if "il y a" wasn't a thing.
if you really wanted to say "He has a car there", you can say "Il a une voiture là-bas"
