Essentially. If it were passé composé, it would imply that the elephant did want to talk but then decided to no longer want it
Also, vouloir kinda changes meaning in the passé composé
J’ai voulu = I tried = J’ai voulu te parler = I tried to talk to you
Je n’ai pas voulu = I refused = Je n’ai pas voulu te parler = I refused to talk to you
It’s not a direct translation but it sometimes has a meaning similar to that
It’s still so confusing though
