Trouver à qui parler is an expression. Literally "find out who they are talking to".
It's similar to "voir à qui il aura affaire" in this context.

but it just uses the infinitive

Yep. Oftentimes, when the subjects designate the same person, the infinitive structure is used.
By the way, you need to respect the tense agreement there, so "il m'a déclaré qu'il se nommait Tintin".
