... All of this is impossible, because the freedom of art is hindered in these places.

Art of paint should have all doors open.
Both are restricted in private and corporate areas, and even on public roads, such as in downtown Unica.
Yes, here, local (municipal) law, prevails over country law, and over the federal law.

LOCAL LAW ISSUE :
I think it's the act of building, or placing something on the ground, that's the issue here.

I REQUEST :
I ask all mayors to be kind enough to allow the installation on the ground and use of easels for painting and modern camera tripods, and industriel Camera.
Otherwise, art and information will be limited to black smoke seen from afar and road accidents.
While your buildings and their interiors are of rare elegance and technicality.
Request installation and use everywhere, including in private areas and business and exploitation areas.
