This is an request, open talk.

Dear Town Governement.
Dear Monsieur le Maire
Dear municipal services.
Dear citizen.

  • Would you like to have a painting of yourself at work?
  • A souvenir of the construction of your smuggling tunnel?
  • See the various stages of development of your beloved tree or plant, or even your field?
  • A photo of you eating croissants at 10 a.m. on a Sunday morning, with your friends, at a luxury bakery?
    ... All of this is impossible, because the freedom of art is hindered in these places.

Just like the Journalist,
Art of paint should have all doors open.

Both are restricted in private and corporate areas, and even on public roads, such as in downtown Unica.
Yes, here, local (municipal) law, prevails over country law, and over the federal law.
Exemple : Impossible take pict of the technical installation of power, of Unica centrer city.

LOCAL LAW ISSUE :
I think it's the act of building, or placing something on the ground, that's the issue here.
Exceptions are needed; one of which probably already exists: parking a vehicle outside a private area. (Too bad for the private area).

I REQUEST :
I ask all mayors to be kind enough to allow the installation on the ground and use of easels for painting and modern camera tripods, and industriel Camera.

Otherwise, art and information will be limited to black smoke seen from afar and road accidents.
While your buildings and their interiors are of rare elegance and technicality.

Request installation and use everywhere, including in private areas and business and exploitation areas.

IN EXCHANGE :
for the freedom to paint or photograph, where 'By default, publication and other uses are authorized.'
Its publication or display in a public place or one open to the public may be subject to refusal by the owner or tenant of the place seen in the image, and upon their simple request, provided it is not illegal or does not conceal a crime or offense.

Creating barricades to block off Unica is a classic form of protests. For the "uniform" the classic outfit is no pants and torches.

Another would be to put wheelbarrows everywhere, but anything less than at least 100 of those is not really impressive

I have seen a 100+ wheelbarrow protest before and it didn't cause any issues. After the protest is done you should cleanup the area again though.

For the freedom to place easels/cameras that could easily be done by the federal government. The problem comes with being able to remove it again. For the law there is no way to know if you are picking up your own easel or one of somebody else.

To avoid anybody from stealing those from other people there have to be some restrictions on it. The easiest I can think of is creating a new title (press) and have those agree to a set of rules on how to work. Then you can give them permission to pick them up anywhere.

No. You assumed a lot from my statement. People ask for highway access, then use that access for protesting on the highway or abusing it somehow. Your request is reasonable in my opinion but I can (for)see the abuse of it already. I leaned softer with my prediction and figured protest is the legal way, but if you allow people to place items on other people's properties, it will get abused

But,, many stockpil in the word is open at everyone,,, and,, In order not to destroy the outdoor garden areas of a house, players put their windmills out of bounds... and... it's not stealing.
So,, thief is not an real risk. he is marginal.

There is a bosarts in Brussels too. Besides the point. If 1 group/title are the only ones to place anything anywhere, then they are also the only ones that can remove it ( besides the land owner ), I think private property should just be private property and leave it at that. A different argument could be made for federal or even local government land. But not private land imho.

alternatively you can propose that the Secretary of culture makes you a title, the MP's make you a law and there are strict rules on how that title is allowed to be used ( just like federal engineer and federal road worker )

Otherwise I'd be in favour of this at least for public buildings. I don't personally like the idea of being able to walk into private homes, given not even government may do that to uncover law violations.

As for cameras on roads ... probably more people have defaced flags on roads this cycle than would do that.
