Hey Guys,

I have been getting requests to make simple Eco Server and decided to release one.

Restart script for beginner hosters who use Windows as the host machine and run Eco Server bare on them.

Patchnotes:
* Added .json configuration file. This moves settings to external file allowing for easier main script updates.

* Eco token, restart times as well as WindowTitle can now be loaded from .json config file.

* Restart flags are only reset once per the reset time.

Windows Server Restarter Script version 1.2:

Added wk.exe tool to enable sending SIGINT to EcoServer.
Allowed small delay for EcoServer to save on exit.
Updated ReadMe and License.
Added NidRestarterRemover batch script for easy deletion of the script files.

Added configurable wait time SaveWaitTime for when after successful SIGINT is sent to server. Can be defined in config .json file
Added SaveWaitTime to NidEcoRestarter.json.
Added default values when config file is not present or when user does not have all config properties defined.

i only use for windows part autostart

when server autorestart by eco system it self the cmd will see if server is running or not is not than start the server
