I'm good with the idea of it just not sure how to implement it or what the best cost would be

I think it's a neat idea to prevent intentional pollution for keeping EPs high
From previous tests, 100 was a reasonable amount, iron bars went up by only a few cents per bar.
I dont have my calculator with me at this time, but Ive spoken to some veteran smelter ad the like, and they tell me 100/ppm seems very reasonable. So this would be my prefered jump off point when we create such a law. We can always lower/raise it at a later date once we have seen some numbers and collected some feedback from our dear citizens.

100ish euros per hour per blast furnace seems high to me, considering different crafts have different times as well.

Is this just blast furnaces or all pollution?
All pollution, Im just more focused on using a blast furnace as example becuase most people know those items.
But a oil refinery produces more pollution so that would roughly be 135 per hour
Ofcourse they will also need the EP's to actually run it for that long
It could be quite suffocating and see much less goods on the market, not sayign it would be the case but its a risk I would worry about later in the cycle.
I would like to suggest we try it as is and see in a weeks time how it does. We can lower/raise it down the line or even remove it if we see its truly life ruining.

Are we able to set a free usage limit? So everyone with the specific skill can pollute a little bit for free per day. Then pay above the threshold

True true, however, it does complicate the law and then people won't understand.

What is really the problem with a tax that saves people from overproducing and overpolluting and exploiting the EP system?
Iron bar gets a few (single digit) cents more expensive, steel bars might rise by 1 euro
Garbage Incineration might become expensive (not sure how long that takes), but we can counter that with Federal Incinerators.
Not against the tax. I would prefer a small allowance. This would help smaller shops, but still impact bigger polluters
I rather we didn't. We already have a tiered tax that needs explaining, a EP law only 3 people understand, might be nice for the other laws/taxes to be as straight forward as possible.

So, this doesn't need to be decided tonight, but should be decided soon.
PJ wants flat Pollution tax. I'd like it to be tiered (to help out smaller players)
