The last one is not available as its a Plot provides for the state of Balica.

The first plot should be buyable. If you want to buy it as it is we will need a Judge approval calculation compensation for old owners

If owner is a title you should always check holder. I case of elected gov titles there will be (hopefully) everytime a new holder ones an old one gets inactive

Actually as this plot is violating Unica law for more then 3 days it is considered abandoned (check Unica Civil Code). So I guess it should be buyable.

Violated part are that it is mainly constructed in T1 Blocks. Upgrade was in progress when last person stopped playing.

I deducted the fine daily via executive action. And I paused it for some days as well since the company started to upgrade the building. No need to consider that in your calculations I guess.
