  2. Large producers gain more and more tokens, while reducing the max smaller producers can get, driving out the small dogs.
    3.the law is placing an unfair burden on these industries, while letting others off the hook

In order to reach some real resolution: what industries or small polluters are being driven out? We have been using the same system for cycles and haven't found a better one

I can see the only downfall with EP being that power tends to struggle if its controlled solely by the govs due to the lack of EP. Idk if thats fixed (they were given a specific amount to use for power) but other then that, all industries that use EPs are effected by it in the same way.

Also, if i remember correctly, everyone has a default amount of EPs they cant lose, or i should say they have an amount of pollution they can produce before EPs kick in. Its pretty easy to stay under that threshold if you are small

Basically the law is made to make people produce within their means so we don't flood the world. You remove that safeguard and we can flood within a day

Coal power gens are one of the largest producers in pollution so I don’t see that happening :/
