technically it has less, the reason low attack high Def/Stam is good in pvp for ultra/great league is because by sacrificing attack your pokemon can level more times and multiply its defense/stamina stats more times while still staying under the CP cap for that league, increasing your survivability versus if it had high attack it would gain more CP per level essentially
