If you haven't done anything in 2 hrs you can just fly and do it, softban is what you get once you've performed an action and then fly, if you haven't done anything for 2 hrs(the max cool down time) you can just fly and do the raid.

It naturally depends on the distance between you and the target raid.. But I took the maximum distance cool down for reference, you can always check the distance and cool down timers for own reference when flying.
