The scanner doesn't scan the whole world or region XD to give you coords of Pokemon with guaranteed shiny,all it does is blocks non shiny. You have to click the bulba after teleporting if it is not shiny you will just not encounter it and you only have an encounter with the Pokemon if it's shiny that's all it does.
