Well first and foremost the XL candy would be extra candy besides the catch XLs. Just like regular catch candy with the normal rare candies. Straight upgrade
Furthermore, you wouldn't be forced to keep raiding a mon you no longer have interest in besides the XL candy. You can use them on other things instead and still get XL for them through rare candy XL

Personally I only raid a legend till I get a shiny then at most I'll use free passes. Didnt raid Zacian and Zamazenta at all cause they're useless and have no shiny released. Instead I used all passes on the new Galarian shinies lol. But assuming the two wolves were useful, I'd rather have waited for a shiny release at the very least instead of throwing them down the hole that is the initial release.

Idk in 90% of cases lvl 40 is enough, having xl candy that takes a bit to get keeps the longtime motivation, exactly nobody would do raids anymore, should that be how the game ends up?

I'm not either I guess cause I have never been a hardcore raider. I avoid using money, I care close to nothing about hundos (even more so of useless pokemon) and I'm not gonna waste like 4 BRL for a measly 3 XL candies. It's not viable
