Yes. Basically, if you have taken a break, you can warp and do something right away. Like, first thing I do when I wake up is see if anything tasty spawned and snag it.

BTW, most PoGo modification apps will have a timer built in to tell you how long you need to wait, so you can just warp your character wherever you want to go, and see how long it'll take.
