No changing location does not trigger cd. Changing location isn't an in game action. There is a post in #tips_and_tricks that tells what gives CD @elder berry

3. Open up game.
4. Make sure everything loads up (stops, gyms etc)
5. Teleport to an active raid, and claim your raid pass. Do the raid etc
6. Repeat step 1-5.
