Attack is higher weighted in CP than defense and health. So a 15 attack poke might be level 40 at 2500 CP whereas a 0 atk poke might be lvl 44 at 2500 CP. Now that higher level means more health and defense and bulky pokemon like that are extremely useful in pvp so that you dont get one shot KOed
