Failure to have it can cause those issues. You never complete it. You just need it in the stack. It doesn’t affect the 3 quests you get from stops as it’s only purpose is to make sure you get the correct task moving forward

You can always use #rocket_invasion which just posts grunts until it shows a dragon grunt, or use live maps for the dragon grunt. Do note, deino is one third of the encounter pool for dragon grunts so it’s not as easy to always get

Its pretty straight forward.... trigger the gift on a buddy, dont interact with it and switch to the other buddies that can bring you souveirs. Just rotate them until you've gone thru them all and then open the gifts.

Your buddy doesnt open the present. You gotta interact with it and "open" it yourself.

All of them need to hold the gift until you've rotated thru the buddies elegible for souvenirs. Once you've gone thru them all, THEN you can open them.

You can also use live maps pinned in this channel ( #chatroom ) and filter for that pokemon to see if you can find it that way, also assuming its generally spawning and isn't a rare spawn / masked by event spawns.
