I think they'll redo the entire event.

Usually they give timed research encounter if it affected earlier time zones. But in this case the enite world was affected, so the easiest solution for them is to redo the event with 1/10 Shiny odds And make the special moves guaranteed instead of chance to gain community sympathy.

A lot of people seem to forget when they see 1/10 or 1/20 that those odds apply to each raid do. So you could do 100 raids and if the RNG gods frown upon you, you could still never catch a shiny even with increased odds. And Niantic is still all good
